Analisis Pengaruh Pemberdayaan Sumber Daya Manusia terhadap Good Governance dan Pembangunan Daerah pada Pemerintah Provinsi Sumatera Utara

Abstract

Reform of human resources empowerment known as a very important role tasks during the government of increasingly complex future. In general, the demands and expectations of society for human resources very large, as the provinces in Sumatera Utara North Sumatera province if the government can be a pillar implementation of regional autonomy in the creation of regional development, a visionary Good Governance. . The research objective was to determine the effect of the Human Resources Empowerment Against the Good Governance and Local Development in the North Sumatera Provincial Government. Research will be conducted by eksplanatory quantitative approach which would explain the influence of government officials through the empowerment of human resources planning and quality performance of the apparatur of the Good Governance and Local Development. The data were then analysed using multiple linier regression and simple regression with the Program SPSS. The sample size was 78 respondents. The study suggests that the effect of human resource development towards Good Governance Reform significant, Apparatur influence on the quality of human resource development plan is significant, Apparatur significant influence human resource development negatively on the performance of the apparatur. The variable quality of planning and performance of the apparatur no significant effect on Good Governance. Variable empowerment of human resources the government apparatur, the quality of planning and performance of the apparatur have a significant effect on Good Governance. Variable empowerment of human resources the government apparatur, the quality of planning and performance of the apparatur have a significant effect on regional development. Variable empowerment of human resources the government apparatur, the quality of planning, personnel performance and good governance have a significant effect on regional development. The conclusion of this research is the empowerment of human resources affects the good governance and regional development in the North Sumatra provincial government. Advice necessary to significantly increase the empowerment of human resources for the implementation of good governance and regional development in the North Sumatra Provincial Government, especially in terms of quality and performance planning apparatur.

Pemberdayaan sumber daya manusia yang dimaksud pada judul disertasi ini adalah SDM aparatur pemerintah yang mempunyai peran sangat penting mengingat tugas-tugas pemerintah yang makin kompleks dimasa mendatang. Pada umumnya, tuntutan dan harapan masyarakat terhadap sumber daya manusia aparaturnya sangat besar, sebagai Provinsi Sumatera Utara kiranya Pemerintah Provinsi Sumatera Utara dapat menjadi pilar pelaksanaan otonomi daerah dalam mewujudkan pembangunan daerah, yang berwawasan good governance. Tujuan penelitian adalah untuk mengetahui Pengaruh Pemberdayaan Sumber Daya Manusia Terhadap Good Governance dan Pembangunan Daerah pada Pemerintah Provinsi Sumatera Utara. Penelitian akan dilakukan dengan pendekatan eksplanatory kuantitatif yang akan menjelaskan pengaruh dari Pemberdayaan SDM aparatur pemerintah melalui kualitas perencanaan dan kinerja aparatur terhadap Good Governance dan Pembangunan Daerah. Metode analisis menggunakan analisis regresi sederhana dan regresi berganda dengan program SPSS. Besar sampel adalah 78 responden. Hasil penelitian memberikan gambaran bahwa variabel pemberdayaan SDM aparatur berpengaruh signifikan terhadap Good Governance, Variabel pemberdayaan SDM aparatur mempunyai hubungan signifikan terhadap kualitas perencanaan, Variabel pemberdayaan SDM Aparatur mempunyai hubungan signifikan negatif terhadap kinerja aparatur. Variabel kualitas perencanaan dan kinerja aparatur tidak berpengaruh signifikan terhadap good governance.. Variabel pemberdayaan SDM aparatur pemerintah, kualitas perencanaan dan kinerja aparatur berpengaruh signifikan terhadap good governance Pemberdayaan SDM aparatur pemerintah, kualitas perencanaan dan kinerja aparatur berpengaruh signifikan terhadap pembangunan daerah dengan. Variabel pemberdayaan SDM aparatur pemerintah, kualitas perencanaan, kinerja aparatur dan good governance berpengaruh signifikan terhadap pembangunan daerah Kesimpulan pemberdayaan sumber daya manusia berpengaruh terhadap good governance dan pembangunan daerah pada Pemerintah Provinsi Sumatera Utara. Saran diperlukan peningkatan secara signifikan pemberdayaan sumber daya manusia terhadap pelaksanaan good governance dan pembangunan daerah pada Pemerintah Provinsi Sumatera Utara terutama dalam hal kualitas perencanaan dan kinerja aparatur.
