    Abstract
    Roots and spirit of decentralized state administration has been older than the age of the Indonesian state. It can be seen in the fact that some of the kingdom 's history in the nusantara archipelago before implementing a confederation such as Simalungun kingdom, Raja Ampat, etc. Along with the dynamics of the state, then the interpretation of the pattern of organization of the state in Indonesia has always adapted to the ruler’s interpretation. When the faucet of reformation is open, it demands to put the principle of decentralization in synergy with the political system that magnifies the application of the principle of representation of society in areas more likely to be realized. One of the areas of the division in Indonesia is factually Pakpak Bharat also has the similar problem. Therefore the study of the representation of Pakpak Bharat society becomse relevant in the local/regional Parliament to do. In general, the problem to be solved through this research is; (1) What is the condition of development or inlet dynamics of ethnic representation in this case represented by a local clan groups in local political institutions?, (2) what are the things that directly affect the representation of the clan groups in local political institutions (local parliament) ? And (3) How does the prospect of the establishment of equilibrium in the local political institutions associated with the representation of the elements of society, including clan groups in Pakpak Bharat?. To examine these issues, researchers used a type of qualitative research. The data collection process fully using observation, interviews and document research. Each of these data collection techniques are expected to be able to answer the problem of perpetually clear and detailed. The results showed that in addition to identy and sentiment of clan groups, other identities also play in the political arena in Pakpak Bharat is a religious identity. This fact indicates that the balanced pattern formation of the clan groups representation in political institutions more or less associated with religious identity. Pattern representation of Pakpak Bharat elements of society in Political institutions, especially in the Legislative Council/Parliament of Pakpak Bharat Regency is still moving toward equilibrium. In order to avoid the adverse effects that arise in the process of transformation of existing clan group representation in political institutions, then the efforts to encourage all the elements including each clan group to be actively involved in any political activity and becomes a very important political moment .
