Analisis Efektivitas Program Pemuda Pelopor terhadap Pengembangan Wilayah Sumatera Utara (Studi Kasus : Pemenang Seleksi Tingkat Provinsi Pemuda Pelopor Asal Sumatera Utara Tahun 2015)

Abstract

Indonesia conditions who fall on many sides of one of them caused by scarcity still pioneering in the body of this nation. Problematic and youth problems such as fights, crime, drug abuse and addictive substances, alcohol, spread of HIV / AIDS, channeling aspiration and appreciation for youth must be addressed. Pioneering Youth are expected to contribute in addressing the issue. For this reason, a strategic role as Kemenpora and in particular the Department of Youth and Sports as the organizer has an important role. Through this penelitaian, researchers analyzed how the effectiveness of youth pioneering program in the development of the region. The approach used in this study is a qualitative approach. The theory used is the programs' effectiveness theory and the theory of Regional Development. Results of research conducted by using in-depth interviews can be concluded that the effectiveness of the Pioneer Youth programs in some parts of North Sumatra has not gone well, especially in the socialization program, monitoring and program development. Pioneering the field of development effectiveness in the region sosil and economic aspects are also not maximized. Youth Pioneer has not fully improve the economy of the surrounding community. Some of the steps that must be undertaken by the Department of Youth and Sports in an effort to improve the program of youth pioneering among others: the redefinition of the meaning of pioneering, to evaluate the program, improving socialization, synergize the program up to the level of districts and cities and cooperating with agencies or other institutions related to the field of Youth Pioneer.

Kondisi Indonesia yang terpuruk dalam banyak sisi salah satunya disebabkan oleh masih langkanya kepeloporan dalam tubuh bangsa ini. Problematika dan permasalahan pemuda seperti tawuran, kriminalitas, penyalahgunaan Narkoba dan Zat Adiktif, minuman keras, Penyebaran HIV/AIDS, penyaluran aspirasi dan apresiasi untuk kalangan pemuda harus diatasi. Kepeloporan Pemuda diharapkan dapat memberikan kontribusi dalam mengatasi permasalahan tersebut. Untuk itulah, peran strategis sebagai Kemenpora dan khususnya Dinas Pemuda dan Olah Raga sebagai penyelenggara mempunyai peranan penting. Melalui Penelitaian ini, peneliti menganalisis bagaimana efektivitas dari program kepeloporan pemuda di terhadap pengembangan wilayah. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif. Teori yang digunakan adalah teori Efektivitas program dan teori Pengembangan Wilayah. Hasil penelitian dilakukan dengan menggunakan metode wawancara mendalam diperoleh kesimpulan bahwa Efektivitas program Pemuda Pelopor Sumatera Utara dibeberapa bagian belum berjalan baik terutama dalam sosialisasi program, pemantauan dan pengembangan program. Efektivitas bidang Kepeloporan terhadap pengembangan wilayah dalam aspek sosil dan ekonomi juga belum maksimal. Pemuda Pelopor belum sepenuhnya meningkatkan perekonomian masyarakat sekitar. Beberapa langkah yang harus dilakukan oleh Dinas Pemuda dan Olahraga dalam upaya memperbaiki program kepeloporan pemuda antara lain: redefinisi makna kepeloporan, melakukan evaluasi program, meningkatkan sosialisasi, mensinergikan program sampai ketingkat kabupaten dan kota dan menjalin kerjasama dengan instansi atau lembaga lain yang berhubungan dengan bidang Pemuda Pelopor.
