Analisis Efektivitas Program Keluarga Harapan ( PKH ) dalam Upaya Pengentasan Kemiskinan di Kelurahan Helvetia Timur

Abstract

The concept of a welfare state is closely related to the social policies in many countries, including the government's strategies and efforts in improving the welfare of its citizens to solve social problems, such as poverty. The government has issued several steps for poverty alleviation, one of which is the Family Hope Program (Program Keluarga Harapan/PKH). The implementation of PKH for poverty alleviation is not always easy, especially PKH in the Kelurahan Helvetia Timur since 2009. The problems that arise require seeing and find out whether PKH is effective or not for poverty alleviation. The research method used in this study was a qualitative method. Through this method, the results of the study were found that the effectiveness of PKH for poverty alleviation is not effective, referring to the effectiveness theory by Budiani to achieve the effectiveness of a program.

Konsep negara kesejahteraan sangat erat kaitannya dengan kebijakan sosial dibanyak negara mencakup strategi dan upaya-upaya pemerintah dalam meningkatkan kesejahteraan warganya untuk mengatasi masalah-masalah sosial seperti kemiskinan. Pemerintah telah mengeluarkan berbagai langkah sebagai penanggulangan kemiskinan, salah satu nya adalah Program Keluarga Harapan (PKH). Pelaksanaan PKH dalam upaya pengentasan kemiskinan tidak selalu berjalan mudah, khususnya PKH di Kelurahan Helvetia Timur yang telah ada sejak tahun 2009. Masalah yang bermunculan perlu untuk melihat dan mengetahu PKH efektif atau tidak sebagai upaya pengentasan kemiskinan. Metode penelitian yang digunakan dalam melakukan penelitian ini adalah metode kualitatif. Melalui metode ini, ditemukan hasil penelitian bahwa efektivitas PKH dalam upaya pengentasan kemiskinan tidak efektif yang mengacu pada teori efektivitas Budiani untuk mencapai efektivitas suatu program.
