    Akuntabilitas dalam Pelayanan Perizinan Mendirikan Bangunan di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu Perindustrian dan Tenaga Kerja Kota Bukittinggi

    Abstract
    Izin Mendirikan Bangunan bertujuan untuk menciptakan tata letak bangunan yang sesuai dengan tatanan yang diinginkan demi terciptanya ketertiban, sekaligus kepastian hukum. Akuntabilitas Pelayanan IMB di DPMPTSPPTK Kota Bukittinggi masih mengalami beberapa kendala yaitu lamanya proses yang ditempuh untuk menerbitkan izin mendirikan bangunan, persyaratannya yang masih di anggap sulit untuk dilengkapi, dan prosedur yang belum seluruhnya dipahami oleh masyarakat. Akuntabilitas merupakan bentuk pertanggungjawaban atas segala proses pelayanan perizinan mendirikan bangunan baik kepada publik (masyarakat) maupun kepada pimpinan instansi pemerintah. Penelitian ini bertujuan untuk mengetahui bagaimana Akuntabilitas Dalam Pelayanan Perizinan Mendirikan Bangunan di Dinas Penanaman Modal Pelayanan Terpadu Satu Pintu Perindustrian Dan Tenaga Kerja (DPMPTSPPTK) Kota Bukittinggi. Metode penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan cara wawancara, observasi, dan pencatatan dokumen. Data yang telah diperoleh kemudian dianalisis secara kualitatif dengan pendekatan teori akuntabilitasyang dikemukakan oleh Agus Dwiyanto (2012:57) yang dapat di kategorikan untuk mendeskripsikan yakni acuan pelayanan, solusi pelayanan dan prioritas pelayanan. Berdasarkan hasil penelitian dapat diketahui bahwa akuntabilitas dalam pelayanan IMB pegawai belum sepenuhnya melaksanakan tanggung jawab dan wewenangnya sebagai pemberi pelayanan kepada masyarakat demi memenuhi kebutuhan masyarakat secara optimal. Pada pelayanan perizinan IMB di DPMPTSPPTK kota Bukittinggi masih banyaknya perizinan mendirikan bangunan yang tidak selesai tepat waktu disebabkan oleh persyaratan yang sering kurang dan tidak sesuai. Pegawai yang kurang profesionalisme dalam melayani karena mendahulukan orang yang kenal sehingga tidak adil. Pemerintah sebagai penyedia layanan public seharusnya dapat memberikan pelayanan yang baik dan solusi untuk mengatasi permasalahan yang di alami pengguna jasa.
     
    The building permit aims to create a building layout that is in accordance with the desired order for the sake of creating order, as well as legal certainty. IMB Service Accountability at the Bukittinggi City DPMPTSPPTK is still experiencing several obstacles, namely the length of the process taken to issue building permits, the requirements are still considered difficult to complete, and the procedures are not fully understood by the public. Accountability is a form of accountability for all processes of licensing services to construct buildings both to the public (community) and to the leadership of government agencies. This study aims to find out how Accountability is in the Licensing Service for Building Construction at the One Stop Integrated Service Investment Service for Industry and Manpower (DPMPTSPPTK) Bukittinggi City. The research method used is descriptive with a qualitative approach. Data collection techniques were carried out by means of interviews, observation, and document recording. The data that has been obtained is then analyzed qualitatively with the accountability theory approach proposed by Agus Dwiyanto (2012: 57) which can be categorized to describe service references, service solutions and service priorities. Based on the results of the study, it can be seen that accountability in employee IMB services has not fully carried out their responsibilities and authorities as service providers to the community in order to optimally meet community needs. In the IMB licensing service at the Bukittinggi City DPMTSPPTK, there are still many building permits that are not completed on time due to the requirements that are often lacking and inappropriate. Employees who lack professionalism in serving because they prioritize people who know them so that it is unfair. The government as a public service provider should be able to provide good services and solutions to overcome the problems experienced by service users.
