Sistem Manajemen Pembangunan Masyarakat Perusahaan Industri Terhadap Pertanggung Jawaban Sosial (Studi Kasus : PT. Toba Pulp Lestari, Tbk)

Abstract

Since 2003 PT. TPL, Tbk had provided the community development fund for 1% of the net sales to the society .the problem is how many employee of the factory from the community nearby. How many people live around the factory who can be local people related to the net sales of the company? What about the accuracy of the community development program.How far the influence of the community development to the local people? The And what is the suitable model of the community development?. The location of research is province North of Sumatera. PT. TPL, Tbk and area that receive the society development program. The duration of research is 12 months since January 2011 up to December 2011. The population of this research are the local people,company, government. The number of population is 558.976. while the sample of research is took by krejcie and morgan sampling method for 452 respondents. The problem is analyzed by rank spearman correlation statistic analysis and paired samples T-Test by structure class and the type of analog model in flowchard. Conclusion : The local community from surrounding areas had been considerably employed and held several key positions in the company. The society development fund of PT.TPL,Tbk is higer than the number of CD 1% of net sales. The suitability level of the society development fund (CD 1% of net sales) by the society need is not suitable, the income of the society indicates the significant difference. The business opportunity has a diference before and after the implementation of society development. The model of society development program (CD 1 % net sales) is not in volves the subsystem of the society and company. Suggestion : the recruitment of the labor by cross check on the accuracy of the domicile of the people. The number of the society development program fund on internal PT.TPL.Tbk must be formulated in written form as well the basic of carculation. It need involvement of the society who use the society development program and the assistance of the technical staff of the company, to in crease the program covers the society directly. For the followed up researcher, it is suggested to do the research about the society development program fund by the detail and type of cost.

Sejak Tahun 2003 Pt. Toba Pulp Lestari. Tbk telah memberikan dana pembangunan masyarakat sebesar 1% dari penjualan bersih kepada masyarakat. Permasalahan Bagaimanakah penyerapan tenaga kerja dari masyarakat yang berdomisili di sekitar pabrik, yang dapat diterima bekerja pada pabrik PT. TPL, Tbk, dilihat dari segi kualifikasi yang dimiliki, dan posisinya dalam struktur organisasi perusahaan. Bagaimanakah besar dana pembangunan masyarakat yang diberikan PT. TPL, Tbk kepada masyarakat di sekitarnya, dikaitkan dengan nilai penjualan bersih perusahaan.Bagaimanakah tingkat ketepatan program pembangunan masyarakat (community development program) PT. TPL, Tbk dikaitkan dengan kebutuhan masyarakat di sekitar pabrik. Bagaimanakah pengaruh pembangunan masyarakat terhadap masyarakat di sekitar pabrik. Bagaimanakah model pembangunan masyarakat PT. TPL, Tbk. Lokasi penelitian di PT. TPL, Tbk Sumatera Utara dan daerah lain yang menerima program pembangunan masyarakat. Waktu penelitian adalah 12 bulan sejak Januari 2011 s/d Desember 2011. Populasi penelitian terdiri dari penduduk setempat, perusahaan dan pemerintah, sebesar 558.976, Sampel penelitian menggunakan metode Krejcie dan Morgan, sebanyak 452 responden. Permasalahan dianalisis dengan statistik korelasi rank spearman dan Paired Samples T-Test , rating scale dan model dynamis. Kesimpulan, perekrutan tenaga kerja yang berasal dari sekitar pabrik semakin meningkat jumlahnya serta yang menduduki jabatan pengambil kebijakan. Besar total dana program pembangunan masyarakat PT. TPL, Tbk setiap tahunnya lebih besar jika dibandingkan dengan CD 1%. Tingkat ketepatan / kesesuaian program pembangunan masyarakat external dengan kebutuhan masyarakat adalah kurang sesuai. Perekonomian masyarakat menunjukkan terjadinya perbedaan yang signifikan. Kesempatan usaha mengalami perbedaan sebelum dan setelah pelaksanan pembangunan masyarakat. Model program pembangunan masyarakat external kurang melibatkan sub sistem masyarakat dan perusahaan. Saran Perekrutan tenaga kerja PT. TPL, Tbk hendaknya lebih selektif dengan melakukan cross cek kebenaran lokasi tempat tinggal, Besar dana program pembangunan masyarakat internal dirumuskan secara tertulis besaran dan dasar perhitungannya. Dibutuhkan keterlibatan masyarakat desa pengguna dana, serta bantuan tenaga teknis dari perusahaan. Perlunya meningkatkan program yang menyentuh masyarakat. Bagi peneliti selanjutnya, disarankan untuk meneliti tentang program pembangunan masyarakat dengan pembiayaan terinci sesuai dengan jenisnya.
