    Abstract
Vernacular is a variation of language used by people in a particular area. Variation of language can be seen within the school of Culture and Language Statistics with a quantitative approach and ensured through sociolinguistic methodology. Large number of vernacular existed in Indonesia, it causes communication problems or challenges, the meaning behind communication received by the communicant is not well delivered or not the same as what the communicator wants to convey. The reason behind it are the differences in cultural backgrounds. Specifically in the case of the people of North Sumatra province, especially ethnic or Toba Batak people a miscommunication problem come to place. The Batak Toba ethnic is one of the six Batak’s sub-ethnic that occupied North Sumatra province. Sociolinguist explains that the difference in distance between districts can be one of the part factors of the Toba Batak ethnic dialect which has a significant difference, namely the way of conveying information. Therefore, the author makes a translation system, especially translation in the Toba Batak language. This translation system is developed by using the Rule-Based Machine Translation method as a translator and Speech Synthesis as a text converter into audio and records are made using the Speech Recognition method. Data that being used in this translation system is based on the speech corpus that has been made in other studies using the Batak Toba language. This translation system was created with the aim of translating the Batak Toba language well so that there are no more mistakes in receiving the information. The results of implementation S2ST system obtained the average accuracy about 52%.
