    Peranan Pemangku Kepentingan (Stake Holder) dalam Meningkatkan Program Gerakan Literasi Sekolah (GLS) Studi Kasus pada Sekolah Menengah Pertama (SMP) di Kecamatan Binjai Utara

    Abstract
    GLS (School Literacy Movement) program that is implemented in Indonesia has been in accordance with the directive of Permendikbud (Regulation of the Minister of Education and Culture) Number 23/2015, which states that the outcomes of the overall efforts involving all school members such as teachers, students, parents/guardians, and society, are not only reading and writing skills but also thinking and behavioral skills. These are a component of education ecosystem focusing on roles and completeness of the facilities and infrastructures of the school library. The objective of this research is to describe the implementation of GLS at the Junior High Schools in Binjai Utara Subdistrict, Binjai Municipality, North Sumatera Province. The data are collected based on qualitative research paradigm, which is through observation and in-depth interview supported with documentation studies. These data are sourced from all stakeholders, namely the school principals, teachers, School Committee, students, and library staff. The research findings demonstrate that the implementation of GLS at the SMP (Junior High Schools) in Binjai Utara Subdistrict inadequately meet the SNP (the National Standard of Education), for either public or private schools; thus, assertiveness of the local government and commitment of the stakeholders the local government are required in implementing GLS that will result in students of high achievement, good behavior, politeness, extensive knowledge, and excellent learning achievements.
     
    Gerakan Literasi Sekolah (GLS) yang diimplementasikan di Indonesia sesuai dengan arahan Peraturan Menteri Pendidikandan Kebudayaan (Permendikbud) Nomor 23 tahun 2015, bukan hanya sekedar kemampuan membaca dan menulis, namun mencakup keterampilan berfikir dan berperilaku, yaitu sebagai luaran dari ikhtiar menyeluruh yang melibatkan semua warga sekolah baik guru, peserta didik, orangtua/wali murid, dan masyarakat yang merupakan komponen dari ekosistem pendidikan yang bertumpu pada peranan dan kelengkapan sarana dan prasarana perpustakaan sekolah. Tujuan penelitian ini, untuk mendeskripsikan penerapan GLS di Sekolah Menengah Pertama yang ada di Kecamatan Binjai Utara Kota Binjai Sumatera Utara. Pengumpulan data dilakukan mengikuti paradigma penelitian kualitatif yaitu observasi, wawancara mendalam yang dilengkapi dengan studi dokumentasi. Data bersumber dari semua pihak pemangku kepentingan diantaranya Kepala Sekolah, Guru, Komite Sekolah, Murid, dan Petugas Perpustakaan. Hasil penelitian menggambarkan bahwa implementasi GLS di SMP yang berada di Kecamatan Binjai Utara masih kurang memenuhi Standar Nasional Pendidikan (SNP), baik sekolah negeri maupun swasta, sehingga perlu adanya ketegasan kebijakan pemerintah daerah dan komitmen pemangku kepentingan untuk penyelenggaran GLS yang berluaran siswa yang beprestasi, berperilaku dan berbudi pekerti yang baik, memiliki wawasan pengetahuan dan prestasi belajar yang unggul.
