The topic of this research was the program of distributive database system for those who look for employment and for the work force in informal sectors with cellular phone base. Different from the system which uses centered database system, this distributive database did not need any cost for its supply and service maintenance so that the system is still funtioned although the cellular phone is off. This celllular phone is selected in this research because it constitutes a well-known technological device among the informal workers.
The stages of the research included the selection of system specification and distributive system program. The observation on the users of this system showed that the building construction workers had cellular-phones with common category (not smartphones) with the price of Rp.500,000 (five hundred thousand rupiahs) each. Therefore, the system which was built with the cellular-phones with common category had to have the specification of MIDP 2.0 and CLDC 1.0, and they could support Java Technology. The system was built with distributive database concept in which the data allocation method which was used constituted the combination of fragmentation and replication methods; the query processing method constituted the transfer of transaction via SMS by applying a consistent transaction regulation.
The spot-check of the system ran well and was in accordance with what had been expected so that if the system with cellular-phone base could be applied, it would increase the opportunity of employment for informal workers in the broader employment area which was faster and more appropriate for their skill than those with the tradition system of looking for employment
