The Disaster Resilient Village Program (DESTANA) is an activity carried out in an effort to handle and reduce disaster risk in the village so that the community becomes independent and can have the ability to recognize threats in their area so that they are able to organize community resources for vulnerability reduction and at the same time improve implementation in order to reduce disaster risk. The Destana program activities include the establishment of a Disaster Risk Reduction Forum (FPRB), training, socialization, and disaster simulations. The Regional Disaster Management Agency (BPBD) of Karo Regency is one of the regional apparatus organizations responsible for managing disaster threats in Karo Regency. However, in the implementation of program activities, the obstacles or inhibiting factors are the limited human resources (HR) and budget constraints resulting in the lack of running of the program as expected, as well as community participation which is still lacking in the activities of implementing the Destana Program.
The research method used in this study is a descriptive method with a qualitative approach. In researching, the researcher conducted interviews with informants from BPBD Karo Regency, Destana Program Facilitators, Village Heads, and several from FPRB as well as people who live and live in Naman Village, Naman Teran District, Karo Regency. Then also conducted observation and documentation to answer research problems. To check the validity of the data, it was done by using source triangulation techniques, technique/method triangulation, and theoretical triangulation, namely comparing from sources with data collection techniques such as interviews, observation and documentation as well as related theories.
The findings in the research field concluded that the implementation of BPBD in Karo Regency in the management of the Destana Program had not been maximized. The implementation of human resources at BPBD Karo Regency needs to be improved due to the lack of education and the number of employees in accordance with disasters in the field of Prevention and Preparedness. Furthermore, the implementation of financial/financial resources needs to be improved due to the lack of budget and budget expenditures so that the simulation implementation in the Destana Program has not yet run. Furthermore, the implementation of community participation needs to be increased because of the need for public awareness in the threat of disaster.
