dc.description.abstractThis thesis in general, aims at analyzing factor's influencing government official achievement throusit leadership, education, training, motivation, experience and working habits, upon original development operation, while the major aims at analyzing individual factor on the regional development endeavor, to know which factors dominantly affect the regional development. The thesis adopts simple and multiple regression as a tool of analysis. The result shows that the performance of government official positively influences on the regional development and significant at α = 5 % level. If there is a progress of the performance of government official, it will influence on the regional development progress of Medan city. The leadership influence on the performance of government official positively and significant at α = 5 % level. Therefore, the education influences on the performance of government official positively and significant at α = 5 % level. When there is an increasing in education level of the government official will influence on the increasing of government the output of the perfonnance of government official. Then, the training influences on the performance of the government official positively and significant at α = 5 % level. While the working motivation influences on the government official positively and not significant .. It is caused by the promotion which is not based on the capability of the government official, however, based on emotional relationship between top management and lower management so that the government official who has not emotional relationship with the top management to be pessimistic. Finally, the working experience influences on the performance of government official negatively and not significant. The working experience significantly does not influence on the performance of the government official. It is caused by the government official who works based on routineness, not based on creativity and innovation. Positively and significantly the working culture influences on the performance of the government official. When the working culture of the government official rise it will influence good government official's performance.en_US
