dc.description.abstractThe quality of basic health services requires good collaboration between the central government and local governments in allocating budgets to support the welfare of the people of North Aceh. Special autonomy is part of the government's policy program that accommodates local governments more freely in managing the APBD to improve basic health services in North Aceh, which is part of the development of the North Aceh region. Regional autonomy theoretically brings public services closer to the community at the most practical level of government so as to increase responsiveness to the community. This study aims to see how to find out and prove the role of basic health services in the development of the North Aceh region with the involvement of the role of special autonomy as a moderating variable. This research was conducted in North Aceh from January 2020 to May 2021. This type of research is descriptive quantitative using primary data and secondary data, collected by questionnaires, interviews, observations and document studies. The population of this research is the people of North Aceh with productive age (17 -55 years) as many as 602,554 people with a total sample of 397.56 people, selected by the Slovin formula who were fulfilled to become 400 people. The sample was selected by proportional random sampling technique. Data analysis techniques with descriptive analysis and structural equation modelling with Smart PLS. The results of this study prove that basic health services play a role in supporting the successful development of the North Aceh region which must involve the role of regional special autonomy. Regional special autonomy has proven to be a moderating variable that strengthens the success of the role of basic health services to support the development of the North Aceh region. This means that special autonomy is an important part of strengthening the relationship between the implementation of basic health services carried out by the North Aceh Regency government independently for regional development through national development to achieve the welfare of the people of North Aceh. The local government of North Aceh needs to have monitoring and evaluation tools (building special instruments to measure the success of regional development programs, improving basic health services and implementing special autonomy in North Aceh Regency so that with special autonomy, improving basic health services in North Aceh is successful and supports regional development North Aceh is better.en_US
