dc.description.abstract | Implementation of road maintenance performed by a service provider in a
conventional contract system, to be implemented through a procurement process that
passes through procedures based on the applicable rules and regulations and
requires a fairly long time. Therefore, managers of the road began to examine other
alternatives, one of which is to examine the contract innovative methods, namely the
methods of the contract in which to consider aspects of the performance of the work
as a performance-based contract (PBC).
National road operators metropolitan Medan is currently preparing the
implementation of the PBC. Therefore, it needs to be analyzed what are the aspects in
the implementation of the PBC. This study analyzed these aspects with the AHP
approach data sourced from interviews and questionnaires.
The results were obtained several aspects that affect the application of
performance-based contracts and the magnitude of its value. The highest priority
aspect is the certainty of availability of funds (21%). While the constraint value of the
greatest aspects (80%) is the initial risk analysis of the project, the responsible party
in the maintenance and qualification of human resources contract manager. The
assessment of the results obtained amount of 46.40% value KBK application

dc.description.abstract | Pelaksanaan penanganan jalan yang dilaksanakan oleh penyedia jasa dengan
sistem kontrak konvensional, harus dilaksanakan melalui proses pengadaan yang
melewati prosedur berdasarkan peraturan dan perundangan yang berlaku serta
memerlukan waktu yang cukup panjang. Oleh karena itu pengelola jalan mulai
mengkaji alternatif lain, salah satunya adalah dengan mengkaji metode kontrak yang
inovatif, yaitu metode-metode kontrak yang di dalamnya mempertimbangkan aspek
kinerja hasil pekerjaan seperti kontrak berbasis kinerja (KBK).
Pengelola jalan nasional metropolitan Medan saat ini sedang mempersiapkan
penerapan KBK. Oleh karena itu perlu dianalisis apa saja aspek-aspek dalam
penerapan KBK. Penelitian ini menganalisis aspek-aspek tersebut dengan pendekatan
AHP yang bersumber dari data wawancara dan kuesioner.
Dari hasil penelitian diperoleh beberapa aspek yang memiliki penerapan
kontrak berbasis kinerja dan besaran nilainya. Aspek yang memiliki prioritas tertinggi
adalah kepastian ketersediaan dana (21%). Sedangkan nilai kendala aspek terbesar
(80%) adalah analisis risiko awal proyek, pihak yang bertanggung jawab dalam
pemeliharaan, dan kualifikasi SDM pengelola kontrak. Dari hasil penilaian tersebut
didapat besaran nilai penerapan KBK 46.40% termasuk kategori kendala lemah. | en_US |
