This study aims to look at the performance of the DPRK Gayo Lues Regency
period 2004-2009 with indicators of accountability , responsiveness and effectiveness
Qanun generated through the agency and how the management of people's
aspirations. Then analyze the factors that affect the performance of the DPRK Gayo
Lues . The methodology used was the literature of the Qanun generated DPRK , other
related documentation and in-depth interviews with informants is chairman of the
DPRK , chairman prac oners and the local community who were randomly selected .
The theory used in this study is the theory of political representation , the
mandate theory and performance theory there is also another theory , but the theory of
performance withindicators of accountability , responsiveness , and effectiveness to
guide authors in assessing the performance of the DPRK Gayo Lues 2004-2009 . The
conclusion of this study is the performance of the DPRK Gayo Lues still not very
satisfactory , both in terms of accountability , effectiveness and responsiveness .
DPRK institutions lack of performance caused by 2 factors . The first factor is the existence of institutions that have not been independently despite DPRK
infrastructure available , then external factors is the low level of public education is
mainly a political problem , so the role of the community in delivering the aspirations
still minimal . Recommendations that may be asked include : ( 1 ) needs to be done
in-depth political education on how to make Qanun and raise aspirations into Qanun
so that people's aspirations can be met and institutes DPRK could be more
independent . ( 2 ) the need for political education in the community so that the
community's role in the policy -making could be so much more with the aspirations
of the people can be fulfilled by both the and the performance of institutions can be
better.
