analytical method used in this study is a qualitative descriptive is to create, describe,

study and revealed the facts through the collection of data for later studied, processed,
analyzed and then interpreted presented descriptively.
The theory is used to explain the problems is the public policy theory and the
theory of conflict to see the orientation and ways to resolve the conflict in the village of
Padang Halaban. While the theory of political development and agrarian development
aims to analyze the construction carried out in the village of Padang Halaban amid
