dc.description.abstractThis study is to illustrate and describe the concept of power according to Thomas Hobbes, the concept of power of President of the Republic of Indonesia stipulated in the provisions of the 1945 Constitution before the amendment, and also see how the practice of power that run during the rule of President Soekarno in Indonesia during the period of Guided Democracy, which lasted from years 1959-1966. Then conducted an analysis of these two concepts to see if there are similarities between them in explaining the concept of power. The theory is used to analyze and explain the problems is the theory of power, separation of powers, the concept of absolute power Hobbes and also a presidential system. This is to analyze how the actual characteristics of power, the separation and division of powers contained in any countries including Indonesia to implement a presidential system. Hobbes explains the concept of absolute power ruling and Constitution 1945 before the amendment through the 12 articles that regulate the power of the executive in fact give great legitimacy to the executive branch in this case is the president to hold power as Head of Government and Head of State. President can also act as the legislative and judicial branches. This suggests that the 1945 constitution is executive heavy. All of this was evident during the Sukarno government with guided democracy which concentrate power in the hands of the executive and other state institutions dominate. The conclusion from this study is that there are similarities between the concept of power Hobbes and also the concept of power stipulated in the constitution in 1945 before the amendment that gives great power and centralized to the authorities in this regard is the President of the Republic of Indonesia.en_US
