Analisis Politik Kebijakan Keimigrasian dalam Mencegah Penyalahgunaan Izin Tinggal Kunjungan Warga Negara Asing (Studi Kasus : Izin Tinggal Kunjungan Warga Negara RRT Di Sumut)

Abstract

This study describes the immigration policy in preventing the abuse of residence permit foreign citizens visit origin China in North Sumatra. Immigration issued a visa-free policy on 169 is expected to encourage many foreign tourists who make Indonesia as a tourist destination. However, Chinese citizens abuse the visa-free visa policy to work in North Sumatra. Based on the political analysis of the policy by the author, the visa-free visit policy as a form of increasing the relationship to 169 countries including China. Visa-free visa policy issued by the government in order to increase foreign exchange in tourism to foreigners entering Indonesia must be accompanied by supervision of his residence permit as a consequence of the visa free. Economic development in the field of tourism, the government attract investors from China. As a result of such cooperation, immigration has no special instrument for Chinese citizens. So investment cooperation caused a conflict with the entry of foreign workers from China to North Sumatra. Chinese citizens abusing visiting residence permits to work in Chinese-owned enterprises. Misuse of residence permit is generally used in the course of work which would reduce the employment opportunities. Overall, this research uses three theories and one concept, namely the theory of sovereignty, the theory of international relations, political theory of policy and the concept of foreign workers. The research method used by the researcher is Qualitative Descriptive Method.
