    Abstract
    Child is the son of life, the future of the nation. Therefore, children need guidance, specific guidance in order to develop physical, mental and spiritual to the fullest. In undergoing the process of life is not impossible that a child is involved in a legal conflict that caused him to undergo a criminal. It is something that is very hard if they see children who should be able to play freely should be deprived of independence for the Agency is serving his sentence at the Special Children. Then the role of the Agency is a special Children are very important in fostering and protecting children in conflict with the law. Development by the Institute for Development of Special Children should foster an atmosphere of mutual understanding and harmony, both among children and among fellow inmates officer with the inmates, so as to create a harmonious relationship in the Special Children's Development Institute. The issues raised in this research is "How the Role of the Development of Special Children in Development of Children in Institutions Inmates Special Kids Coaching Class I Tanjung Gusta Medan. This study aims to determine the role of the Agency is Special Children in Development of Children in Institutions Inmates Special Kids Coaching Class I Tanjung Gusta Medan. This is a descriptive study using a qualitative approach. In qualitative research did not recognize this sample population, but research informants who provide information that is clear, accurate and reliable, both in the form of statements, information or data that can help meet problems or concerns. To obtain information or data needed so researchers use a method of collecting data through library research and field studies, namely by means of observation and interviews. The conclusion of the research shows that the role of the Agency is Special Child prisoners in coaching children is good enough through two training programs are personality development and fostering independence. Personality coaching includes religious education, general education, keperamukaan, health education and recreation. Fostering Independence includes skills training. Child prisoners attitude that most were very interested and sincerely follow development activities, and the reaction prisoners are realized through the participation and involvement of child prisoners to guidance provided. In addition, some inmates child feels a tangible benefit to the knowledge, skills and faith after following the guidance in the Special Children's Development Institute.
