Pemenuhan Hak-Hak Kaum Disabilitas dalam Pemilihan Umum Gubernur dan Wakil Gubernur Sumatera Utara Tahun 2013 di Kota Medan

Abstract

This research aims to determine how the fulfillment of the rights of persons with disability in the general election of Governor and Vice Governor of North Sumatra 2013 in Medan city and to find out anything about implementation constraints fulfillment. The disability is a person who has physical limitations, mental, intellectual, or sensory for long periods and are susceptible to obstacles that may impede their full and effective participation in society on an equal basis with others. So, need for special treatment or referred to accessibility that they can fullfil their specific needs with independently equal without discrimination. In this case, the research is devoted to persons with physical disabilities, that is blind in the fulfillment of their rights as voters in the general election. This research used data collection techniques of field research and library research. Field research was conducted by interviewing the implementer elections then analyzed by comparing the visually impaired voter information and some disability organizations regarding the fulfillment of their rights in the election of Governor and Vice Governor of North Sumatra 2013 in Medan. Library research conducted by reviewing some of the written sources such as books, laws, conventions and so on related of this research. Based on the analysis of the research results, the authors concluded that the implementation of the fulfillment of the rights of persons with disability in the general election of Governor and Vice Governor of North Sumatra 2013 in Medan, has been passably. However, there are still some problems in implementation, which includes: there is no voter database disabilities, lack of socialization, lack of accuracy of the data and there are no legal sanctions in case of violations of the rights persons with disability.
