Peranan Panitia Pengawas Pemilu Kota Medan Dalam Pemilihan Gubernur dan Wakil Gubernur Sumatera Utara Tahun 2013

Abstract

This study tried to describe how the role and effectiveness of performance conducted by the Election Supervisory Committee of Medan. In this study, the role of the Supervisory Committee includes obligations and the duties such as; supervise of all phases of the general elections of Governor and Deputy Governor of North Sumatera 2013; receive and forward the findings and reports infringement to the instance authorities in accordance with the laws; and resolve legal actions that arise in the general elections of Governor and Deputy Governor of North Sumatera 2013. This study was prepared using the descriptive research method to explain and describe the facts with the actual situation. Data collection techniques used in this research is the data collection techniques derived directly from the source through interviews with informants researchers using primary data. The theory used in this study is the concept of Theory of Local Government, Direct Selection Theory and the Quality of Democracy, Theory of Local election Head and Deputy of Local Head directly. Local Government Theory concepts used for the election of Governor and Deputy of Governor is part of Local Government, Local Government is implemented by the Governor, Mayor or Regent. Direct Selection Theory and the Quality of Democracy and electoral system used for this study because the Indonesian’s system using system of direct elections and a democratic system of government. Theory of Local elections Head and Deputy of Local Head directly used to explain the meaning of democracy as implemented of local elections. The results of this study is Supervisory Committee as a supervisory agency that aims to improve the quality of democracy where the institutions to prevent and control the occurrence of the things that obstruct a process of the local election.
