Efektifitas Pelaksanaan Program Keterampilan Pertanian bagi Warga Binaan Sosial oleh Unit Pelaksana Teknis Dinas Pungai Sejahtera Binjai

Abstract

This thesis is submitted to the Science of Social Prosperity of North Sumatera University in Partial fulfillment of the requirement for the Degree of Sarjana Sosial, which is the title : “The Effectiveness of Application Agriculture Skill Program For Constructed Social Society by UPTD Pungai Sejahtera Binjai”. This study was aimed at finding out the effectiveness of application agriculture skill program, and the impact for the constructed social society in UPTD Pungai Sejahtera Binjai. The problem of the study in this thesis was how is the application of agriculture skill program for the homeless drifter and beggar, and the people who are close with the poverty problem. The effectiveness of application agriculture skill program in this thesis was observed in three indicators, they are: quality level, quantity level and time level. This study was an evaluative research, which the sample was all the constructed social society, which followed the agriculture skill program were 38 persons and two program organizer. The instrument of data analysis used in this study was questioner, interview and data tabulation by using cross tabulation and singular tabulation and completed by life story which consisted of two program organizer and two receiver program. From the data analysis, the result of the analysis shown that agriculture skill program in UPTD Pungai Sejahtera Binjai is effective. It is showed from three indicators in observed the effectiveness of the program, they are : quality level, which the constructed social society experienced the structure changing in their daily life by applying the agriculture activity used the scheduled time, the skill of constructed social society in mastering the important steps in agriculture (in corn variety, water melon and vegetables), and they were be able to use the agriculture tools and machines. Quantity level, shown from the capital which was received by constructed social society, about Rp. 150.000,-/400m2 and the harvest result was Rp. 600.000,-/ 400m2 and saving deposits to the cooperation is about 70%. Time level, in applying the agriculture skill program, the constructed social society only needed two years. Based on this research, the writer concluded that Agriculture Skill Program in UPTD Pungai Sejahtera Binjai is an effective program for the ex homeless drifter and beggar, and people who are close with the poverty problem comes from Social and Welfare Official North Sumatera Province. The agriculture skill program is able to make the constructed social society become independent to open new effort by using their skill and they can be able to socialize with the society.
