Abstract

Implementation of development in Bayu Muslimin State Village tapian Dolok district of Simalungun Regency is an example of development in a small scope. Sesaui with theRegulation of the Minister of Home Affairs NO.114 Year 2014 on Article 2 paragraph 2 that the village development carried out by the village government by involving the entire village community in the spirit of mutual help. Therefore it is very important to involve the community of all elements of the village of Bayu Muslimin Affairs in order to help achieve the implementation of village development programs with initiative and self-help from community. Early stages of planning through forums of deliberation (Musrenbang Desa) and priority development programs that will be run by the Village Affairs Bayu Muslimin. Various things undertaken by the government of Bayu Muslimin Village Village such as pentedian assistance that supports community activities, policy formulation that can provide opportunities for the community to participate in the implementation of development programs, providing creativity and motivation for the growth of community participation in the implementation of development programs. In such a way, the efforts of the Government of Bayu Muslimin Village in reality have made all members of the community participate in the implementation of their village development by sharing the reasons. In this case it is necessary to make efforts to manyakinkan community about participation in development that requires communication between the government with the community or vice versa to solve all the problems that occur in the Village Affairs Bayu Muslimin. The research method used is descriptive research method with qualitative approach done by in-depth interviews and direct observation in the field to get a picture directly about the existing situation in the field or where the researcher. The result of the research shows that in general the community participation of the Village Affairs Bayu Muslimin Village In the implementation of the existing development programs in the village is already quite good. Nevertheless, there are still factors that become obstacles to participation from the Bayu Muslimin Village Community such as: negative perceptions of village development, disillusionment with the program and the unsatisfactory development results
