Gerakan Sosial Pedagang Kaki Lima Menentang Kebijakan Pemerintah Daerah Kota Medan Terkait dengan Implementasi PERDA NO. 8 Tahun 2000

Abstract

The presence of street vendors (PKL) especially in the city of Medan always cause problems in urban areas. Illegal street vendors always put their merchandise to the arena that is banned by the government like on the sidewalk / shoulder of the road. This problem will arise about the occurrence of congestion, looks shabby and chaotic so not well ordered and neat. Therefore the government made a local regulation related to the prohibition of selling on the sidewalks and on the shoulders of the road. Then the city government will reaffirm to the enforcement officers so that the existence of street vendors can be properly managed by relocating illegal street vendors. In answering the problems above, the researcher uses qualitative description method with data collection in the form of interviews and the results obtained by the researcher are many that occur after the relocation of traders and the development of modern market among them. The reason merchants to move trades is none other than in the background by the disagreement of traders with the relocation and development of the modern market, on the grounds that they fear the traditional market values will fade and expensive kiosk prices. The various responses that resulted in the movement / contradiction with the demonstration actions, trading outside the market area, back again selling in places that are not allowed and hide to avoid the presence of officers who are conduct market control. Movement conducted by street vendors have the support of some community leaders, investors, the elite and the idealistic youth and assisted by several institutions. The existence of pro and kontara resulted in the socio-economic life of traders where traditional traders before the relocation and development of a modern market united in a market that is determined by the researchers, after the existence of many traditional traders who do not occupy the modern market but selling out in there or selling at Public places.
