Analisis Pengaruh Aksesibilitas, Teknologi Informasi dan Modal Sosial terhadap Pengembangan Wilayah Pesisir Melalui Pengembangan Pelabuhan di Kabupaten Asahan

Abstract

Port as a transportation terminal has a significant role in the development of the surrounding coastal areas. Accessibility, information technology and social capital are the factors supporting port development as a pole for the development of the coastal regions. This study analyzes the influence of accessibility, information technology and social capital on the development of the Bagan Asahan Port and the development of the coastal area of Asahan Regency, as well as analyzes the role of the development of the Bagan Asahan Port in mediating the influence of accessibility, information technology and social capital on the development of the coastal area of Asahan Regency. This research was conducted with a quantitative approach. Data were collected from 392 respondents through a questionnaire and analyzed using Structural Equation Modeling. The results showed that accessibility and information technology had no significant effect on port development and coastal area development. In contrast, social capital significantly affected port and coastal area development indirectly but had no significant impact on coastal development. In addition, port development also has a substantial effect on the development of the coastal area. It is proven to mediate the influence of social capital on the development of the coastal zone. Numerous implications of this research are that the Bagan Asahan Port development must be carried out by integrating all stakeholders, including PT. Pelabuhan Indonesia, Central Government, North Sumatera Provincial Government, Asahan Regency Government, Sub-district Governments, Village Governments, private parties and the community; accessibility improvement policies have to take into account public needs so that they are genuinely beneficial to the community; regulations related to entry, parking and service fees at the Bagan Asahan Port must be immediately determined by the Asahan Regency Government and PT. Pelabuhan Indonesia to improve the comfort of the people who visit and the people who want to get services; the development of the Bagan Asahan Port must be utilized to increase social capital in supporting the development of the coastal area of Asahan Regency; the Government of Asahan Regency has to pay full attention to public trust in the government, and it is necessary to formulate appropriate steps to increase public confidence.
