Analisis Sektor Unggulan, Pergeseran Sektor Dan Kausalitas Antar Sektor Ekonomi Provinsi Sumatera Utara

Abstract

The main objective of economic development is to build the capital equipment in sufficient scale to increase the productivity in agricultural, mining, farming and industrial sectors. The capital is also required to build schools, hospitals, roads and others. The essence of economic development is the creation of economic and social overhead capital. However, Arsyad (2001: 108) states that local economic development is a process by which the local government and the communities manage the available resources and form a pattern of partnership between the local government and the private sectors to create something. The objectives of research are 1) to analyze the agricultural, manufacturing and trading sectors, hotels and restaurants that are leading sectors in the economy of North Sumatera, 2) to analyze the shift of economic sectors in North Sumatera, and 3) to analyze the causality between economic sectors in North Sumatera. The research uses the secondary data in the form of quantitative time series, namely the annual data in figures within 2003-2012. The sources of data are from the BPS (Indonesian Bureau of Statistics), journals and researches as well as other reading materials related to the variables used for the purposes of this research. The research uses the Location Quotient (LQ) method, the Shift Share analysis and the Granger Causality, that consist of Unit Root Test, Integration Test and Grange Causality Test. The analysis device used to test the data is Eviews 6.0. The research results show that (1) the agricultural, manufacturing and trade sectores are the leading or primary sectors in the economy of North Sumatera, (2) there is an aggregate, of increase in the economic output rate from 2003 to 2012, and is mainly caused by the effects of economic growth at the national level, while the mixed industry/sector has a negative influence on economic growth in North Sumatera, and (3) agricultural sector has a causal relationship with electricity sector, electricity sector has a causal relationship with trade and industrial, trade sector has a causal relationship with mining sector and banking sector has a causal relationship with service sector.

Tujuan pokok pembangunan ekonomi adalah untuk membangun peralatan modal dalam skala yang cukup untuk meningkatkan produktivitas di sektor pertanian, pertambangan, perkebunan dan industri. Modal juga diperlukan untuk mendirikan sekolah, rumah sakit, jalan dan sebagainya. Hakekat pembangunan ekonomi adalah penciptaan modal overhead sosial dan ekonomi. Sedangkan Arsyad (2001;108) menyatakan bahwa pembangunan ekonomi daerah adalah suatu proses di mana pemerintah daerah dan masyarakatnya mengelola sumber daya yang ada dan membentuk suatu pola kemitraan antara pemerintah daerah dan sektor swasta untuk menciptakan sesuatu. Tujuan penelitian ini adalah 1). Untuk menganalisis sektor pertanian, sektor industry pengolahan dan sektor perdagangan, hotel dan restoran yang merupakan sektor unggulan dalam perekonomian Sumatera Utara; 2). Untuk menganalisis pergeseran sektor ekonomi di Provinsi Sumatera Utara; dan 3). Untuk menganalisis kausalitas antar sektor ekonomi Provinsi Sumatera Utara. Penelitian ini menggunakan data sekunder dalam bentuk time series yang bersifat kuantitatif yaitu berupa data tahunan dalam bentuk angka dalam kurun waktu 2003-2012. Sumber data diperoleh dari Badan Pusat Statistik (BPS), jurnal-jurnal dan hasil penelitian serta sumber bacaan lainnya yang berkaitan dengan variabel-variabel yang digunakan untuk keperluan penelitian ini. Metode penelitian menggunakan analisis Location Quotient (LQ), analisis Shift Share dan Causality Granger yang meliputi Uji Akar Unit (Unit Root Test), Uji Derajat Integrasi dan Uji Kausalitas Granger (Granger Causality Test). Alat analisis yang digunakan untuk menguji data yaitu dengan menggunakan Eviews 6.0. Hasil penelitian menunjukkan bahwa : (1) Sektor pertanian, sektor industri pengolahan dan sektor perdagangan merupakan sektor unggulan atau sektor basis dalam perekonomian provinsi Sumatera Utara. (2) Secara agregat terjadi pertambahan tingkat output ekonomi selama tahun 2003 – 2012 dan sebagian besar disebabkan oleh efek pertumbuhan ekonomi di tingkat nasional, sementara itu pengaruh dari efek bauran industry/ sektoral terhadap pertumbuhan ekonomi propinsi Sumatera Utara bernilai negatif. (3) Sektor pertanian memiliki hubungan kausalitas dengan sektor listrik, Sektor listrik memiliki hubungan kausalitas dengan sektor perdagangan dan sektor industri, Sektor perdagangan memiliki hubungan kausalitas dengan sektor pertambangan serta sektor perbankan mempunyai hubungan kausalitas dengan sektor jasa.
