Pengaruh Karakteristik Masyarakat terhadap Potensi Pembayaran Jaminan Pemeliharaan Kesehatan Masyarakat di Kabupaten Kuantan Singingi Propinsi Riau Tahun 2006

Abstract

Commrurity characteristic is very influential to tlre potential of JpKM payment. This study was carried out in the district of Kuantan Singingi to examine how much the commrmity characteristic influences the willingness and ability of paying the JPKM premium in the district of Kuantan Singingi. This study employs an explanatory survey method to explain the influence of community characteristics (age, sex, education, occupatiorq incomg expenses and interes) on the potenfial of JPKM payment. The secondary data were obtained through a rcview of Iiteratures available at the Agency/Service which owns the data or information that can support this study. The primary data were obtained from direct interviews using questiormaires to know th" .66alnity,s Ability to pay (ATp) dan Willingness to pay (WTP) for the JPKM. The result of this study reveals that the variables of expenses (p:0,000) and education (p: 0,007) are inlluential variables whose contribution to the potential of JPKM payment is 63,1%o. Relatively small amount of expenses and good level of education can be the potential in the implementation of JPKM. ln addition, the community's ability to pay (ATP) that ranges from Rp. 5.820,- to Rp. 16.780,- and their willingness to pay (WTP) have a tendency for the community to choose and take the cheapest package. It is expected that the result of this study can be an insight or input for the District Govemment of Kuantan Singingt fur implementing and developing &e JpKM and a consideration in determining rhe cos or tariff of medical treatment in the health service institution available in the District of Kuantan Singingi.
