dc.description.abstractWhen the fast growing economy occured in Developing Countries including Indonesia, during 1970-1980, it was observed , that the improvement of the economy had positive correlation with income disparities, s. the use of economic growth as the development indicator is not accepted any more. Due to is fatal inadequacy, the experts tried to make other indicator, as the complement or even as the replacement of the traditional indicators. One of the efforts made by UNDP who had composed and improved so called Human Development Index. The purpose of this research is to find the influence of sectoral government budget allocation towards the improvement of HIDI in Medan, related to to the implementation of Regional autonomy law, where as the regional goverment is responsible to the improvement of people prosperities, through implementing all policies, including the Regional Budget (APBD). The Regional Budget consists of Routine and Development Budget, and Development Budget consists of 18 Sectors and each sector composed by several programs. The research is a post facto type, following quantitative and qualitative approach with primary and secondary data resourses used for regression analysis. The research outcome shows that there are 8 sectors which’ has the influence towards HDI improvement , they are Social Group consists of Education and Health Sector , Infrastructure group consists of Transportation, Regional Development and, Housing Sectors and overcoming, disparities group consists of Industry, Manpower and Trade Sector, together with Economic growth, with a different degree of influence. It is found that Sector allocation during the years of reseach , have not resulted on the maximation improvement of HDI, so that Sectoral Budget Rearrangement are needed, as follow, 1) Sectoral budget allocation, from infrastructure to Industry, Man power and Trade sectors, 2) Reallocation of infrastructure development from the city centre to the outlying area, 3) Reallocation of Budget programs from gardening to clean water provision and environmetal improvement. Beside that Social spending must be accompanied with infrastructure development duc to the finding of this research that infrastructure human settlement also has the influence to the improvenment of HDL This realocation of budget will result on the improvement of HDI, decreasing physical and income disparities as well, as we aware that these two points as the main goal of regional development.en_US
