dc.description.abstract | This thesis raised the phenomenon of participation of people with special needs / people with disabilities in the 2019 legislative election in Medan City. Although there have been many regulations governing the fulfillment of the rights and participation of voters with disabilities in elections, in its implementation there are still many political rights, especially the right to vote for those who are neglected. This condition can be seen from their low participation in elections in a number of regions in Indonesia, one of which is in Medan City. The involvement of persons with disabilities becomes problematic in itself when there is generally no difference in voting during voting. The thing that wants to be known in this study is to find out the extent of the participation rate of persons with disabilities and how their political behavior in the elections and to find out the extent of the KPU's efforts in increasing political participation of people with special needs/persons with disabilities in Medan City.
This is a descriptive qualitative research, which presents the facts found comprehensively through interviews and in-depth analysis. Meanwhile, data analysis techniques consist of data reduction, data presentation and drawing conclusions. The results of the research obtained are still inaccurate overall data on people with special needs / persons with disabilities from both the Medan City KPU and the Medan City Social Service, then the low participation of persons with disabilities is caused by the unprofessionalism of TPS officers who carry out data collection and services for persons with disabilities.
Furthermore, this study recommends that the process of recruiting/recruiting TPS officers based on good qualifications and experience in order to provide maximum service and professionalism in carrying out their duties. The data update process must also be further improved through synergy between election organizers and the Social Service Office as well as the Population and Civil Registration Service to collect data on people with special needs/persons with disabilities in Medan City.
