Maternal Mortality Rate (l 4R) constitutes one of the indicators in
determining public health standard, and Indonesia has the highest MMR so that the
government makes a progrom which begins from the placement of village midwives,
Mother Friendly Movernent (GSI), National Safe Pregnancy lv{ovement, Alert Village,
to Jampersctl (Delivery Assurance) progranx in order to curb MMR in Indonesia.
Although Jampersal progratn has been implemented since the mid 201I at Brastagi
Health Center,the coverage of health services for rnothers and children, especially on
Pregnancy First Visit (Kl), Pregnancy Fourth Visit (K4), and First Neonatal Visit
(KNl), decreased.
The objectfue of the research was to analyze the implementation of the policy
of Jampersal (Delivery Assurance) program at Brastagi Heolth Center, Karo
District, in 2013. The research used qualitative method. The data were gathered by
using snowball sampling and triangulation d data throttgh in-depth interviews with
k"y informants and ntain infonnants and by conducting observalion and
documentation study. They were analyzed by using EZ-Text and presented in the fctrm
of matrix, according the studied variables.
The result of the research showed that the k"y informants and moin
informants fek that communicotion and the coordinatian, either from the organizers
or frorn the user.s, monitoring, and evaluation of Jampersal (Delivery Assurance)
program were not adequctte. This Jampersal program has brought positive impact to
the increase ofAntenatal care coverage but not yet to the increase ofthe coverage af
P ostpartum Family Planning acceptors.
It ls recommended that the District Health Service should increase
communication, monitoring, and evaluation to the management of Health Center so
that they can carry out Jampersal program according to the technical guidance for
Jampersal in order that this program can be acceptedproperl-v by community and the
coverage of health service can increase
