The Maternal Mortality rate (MMR) and the Infant Mortality Rate (IMR)
constitute an indicator of health stondard of a certain country. According to SDKI,
MMR was 228 per 100,000 life births, and IMR was 34 per 1000 life births in
Indonesia. In order to accelerate the achieved target of MDG'r, the government
issaes a policy offinancing; that is, National Policy Corcerning Childbirth Insurance
(lonw os "Jampersal"), which is in line with the circular letter of the Health Minister
No TU/Menkcs/U39 1 / I I /20 I 1.
The objective of the research was to lvtow the implementation and the
evaluation of the childbirth insurance policy in Padangsidempuan in 2012. The
research was a qualitative research. The data were analyzed by using Spradley
concept, followed by dffirent triangular sources and dffirent wsy of gathering the
data in order to increase the validity of data.
The result of the research showed that the implementation of the policy in
Padangsidimpuan was good, there were some obstacles such as local geographical,
social and cultural condition which caused some childbirth were to be out of health
facilities, the low quolity of human resource, non-strategic location of health facility
and the lack offacility equipment
The Padangsidimpuan City Health Departement is expected to be able to
improve the quality of human resources, complete equipment in health facility and
build halfway house
