Pematangsiantar as one of the cities in the province of North Sumatra is also
not spared from catasfrophic events such as floods, fires and landslides. Based on the
initial suruey in BPBDs Pematangsiantar, known BPBDs more involved in the
reconstruction at the time of the disaster at the time of pre-disaster. BPBDs
Pematangsiantar still not put employees based on competence and expertjse in
disaster management. The problem that often arises in establishments that meet the
needs of power (PNS) without recruitnent and planning is "a patchwork of
employees". Based on the above problems, researchers interested in sfudying about
workforce management BPBDs Pematangsiantar City Pematangsiantar disaster in
2014.
This study used a qualitative descriptive approach. The location of this
research is the Regional Disaster Management Agency Pematangsiantar.Waktu
research planned in March to July 20l5.In this study, the data collection process will
be used interview, observation, and documentation. In this study, researchers used
data collection tools such as interview guides instruments that shaped the questions
posed to the respondents are directly involved, namely the Head BPBDs, Secretary
Ka.Bid BPBDs and one person, and one person Ka. Sie. For tiangulation conducted
an interview with the Head of Department of Health.
The results showed Out put of workforce management is the amount of energy
that already exists is sufficient to carry out disaster relief efforts, not all offrcers have
sufficient education and skills on disaster, gspecially in terms of disaster
management, and staffing is still not in accordance with competence. Good
coordination has not happened in BPBDs Pematangsiantar in the field of health with
the Health DeparEnent because it has not made a SOP (Standard Operating
Procedure) together, MOU, simulation / rehearsal together or create a hazard map,
map evacuation routes and so forth
