Strategi Komunikasi Unit Pelaksana Teknis Daerah Pusat Pelayanan Terpadu Pemberdayaan Perempuan dan Anak (UPTD P2TP2A) dalam Pendampingan dan Penanganan Korban Tindak Kekerasan dan Pelecehan Seksual pada Anak di Provinsi Sumatera Utara

Abstract

The research aims to analyze the communication strategies, barriers, and efforts conducted in the Regional Technical Implementation Unit of Children and Women Empowerment Integrated Service Center (UPTD P2TP2A) in assisting and dealing with the victims of domestic violence and sexual abuse on children in North Sumatera Province. The research employs the qualitative approach and the data are collected through passive participant observation, in depth interviews, documentation and triangulation. Data are analyzed using Miles dan Huberman analysis technique which consists of data collection, data condensation, data display, conclusion drawing, and verifying. The research subject consists of five participants who are involved directly in assisting and dealing with the victims in UPTD P2TP2A in Nort Sumatera Province, namely the head of UPTD P2TP24. the head of Service section, the head of Coordination and Collaboration section. expert staff of legal counselor, and mediator.

The result indicates that communication strategies implemented in UPTD P2TP2A in assisting and dealing with the victims of domestic violence and sexual abuse is conducted by considering five components, namely the strategy for selecting communicator/ role of communicator, the strategy for determining the message, the strategy for selecting media, the strategy for selecting the audience. and its effects. The role of UPTD P2TP2A of North Sumatera Province can be seen from the service credibility and accompaniment. The message conveyed during the accompaniment and treatment of victims is normative, persuasive, educative, and motivational. The communication media used namely face-to-face communication, using the media of game, using the supporting media during the accompaniment process. UPTD P2TP2A, during the accompaniment and treatment process, has known the victims of sexual abuse whom are reported through the requirement references of each victim namely background and chronology of events, and the situation and condition of the children of sexual abuse whom are reported through actions namely assessing the needs of victim first, then the case are dealt with by running six service recommended by UPTD P2TP2A itself as well as providing the sense of security and comfort on clients in the beginning of meeting so during the accompaniment reintegration the people around the victim shall not bring up event that the victims have been went through.
