Determinan Efisiensi Rumah Sakit Umum Daerah Kota Padangsidimpuan

Abstract

The research constitutes a background for the achievement indicator of the Regional General Hospital Padangsidimpuan which is still below the standard of the Department of Health. In, 2014 the BOR (Bed Occupation Rate) value was 75% LOS (Length of Stay) was 5 days, TOI (Turn over Internal) was 2 days, and BTO (Bed Turn Over) was 59 times. Therefore, in this research the efficiency of Regional General Hospital Padangsidimpuan in 2014 and the factors that influences the hospital eficiency would be known by examining the determinants that consist of effective leadership, organizational culture, doctors' involvement, staffs' skill and involvement, and financial management. This research used qualitative approach. The data were gathered by conducting in-depth interviews and used secondary data from the hospital. The result of the research showed that the Regional General Hospital Padangsidimpuan was not efficient. However, in 2014 there was significant in BOR. The factors that influenced the hospital efficiency were ffictive leadership, individualistic cultural organization, better doctors' the involvement by the effectiveness of BPJS (Social Security Providing Board), skillfull employees in their respective field, and non BLUD (Regional Public Service Agency) financial management. It is recommended that the hospital management have commitment to increase its service quality and efficiency by paying attention to the factors above.
