Analisis Strategi dan Kebijakan Perlindungan Lahan Pertanian Pangan Berkelanjutan sebagai Upaya Antisipatif Meningkatnya Alih Fungsi Lahan Pertanian di Kabupaten Deli Serdang (Studi Alih Fungsi Lahan Sawah Menjadi Non Pertanian di Kecamatan Pantai Labu Kabupaten Deli Serdang)

Abstract

The phenomenon of agricultural land conversion is a challenge in realizing food self-sufficiency. Deli Serdang Regency as the center of rice production in North Sumatra Province cannot be separated from the practice of land conversion, particularly in Pantai Labu Subdistrict. The objectives of the research are (1) to analyze the strategy and policy on protection for cropland and the obstacles encountered in its implementation, (2) to formulate the concept of strategy to protect sustainable cropland. This research employs qualitative methods and SWOT-AHP analysis. The findings show that the protection for cropland can be obtained juridically and non-juridically. Juridical protection is made through determination of the sustainable cropland areas within RTRW (Spatial Planning) of Deli Serdang Regency. That special regulations concerning protection for cropland has not been issued has become an obstacle in implementing such protection practically. The non-juridical protection is made based on SWOT-AHP analysis through strategy of market penetration covering end-to-end process, from the role of government as the policy maker to the role of community as the end user of the agricultural product users.
