LKMD dan Pembangunan Partisipatif di Kecamatan Hamparan Perak. Kabupaten Deli Serdang

Abstract

The background of this research is the presence of government power in relation to both rights and independence of peoples and less participation of people taking the public decision, and also to improve. the knowledge, skill and information. This also supported by less development of people organization such as local people defense organization to bridge the gap of inspiration, claims and people requirement in which this institution servezs as accomandating the aspiration of people to participative and take part in implementation and planning of participatory development. The objective of this researh is to assess how local people defense organization implements the participatory development program in subdistrict of Hampaaran Perak and what is the difference of participatory development pattern in three regions available in subdistrict of Hamparan Perak (Core, Middle, Fringe). The method used to answer this problem is by using qualitative descriptive approach concentrating on solving the existing problems through the data collected, and then arranged, explained, and final by analyzed descriptively. The result of research indicates that process of participatory development implementation performed by local people defense organizatiton a long with community and village government in location of research in which process of development is made, is effected by local people tradition, factor of geografhy and factor of education level with a very significant effect on thinking pattern of local peoples. These are real difference, then most important in implementation of this participatory development is awarness of peoples to participative in development of village to create the capacity enhancement of village institution. The participatory development system in subdistrict of hamparan Perak, from one to next village, varies. This is caused by the geographical location of the regions or villages, included into core region, middle region, and fringe region. The noticable difference is thinking pattern og peoples in responding the participatory development implementation. The core region is the development region with high wareness in implementation of village development. The middle region is transition with attitude of people ranging betwewn modem and traditional characters. The fringe region is isolated region in subdistrict of Hamparan Perak, in which the peoples are categorized into very traditional peoples dependent largely on customs.
