Analisis Implementasi Penyelenggaraan Pengobatan Tradisional Ramuan pada Tabib dan Shinshe di Kota Medan Tahun 2014

Abstract

The implementation of the policy in traditional ingredient medication by tabib (traditional physician) and sinshe (Chinese physician) in Medan should be supported by Medan Health Service as the regional organizer. The fact is that there are still many tabibs and sinshes who have not yet participated in the socialization, education, and training; they do not make any reports once in four months, the facility and infrastructure do not meet hygienic and sanitation requirements, and they do not know about the purpose of implementing traditional medication. The objective of the research was to analyze the implementation of traditional ingredient medication by tabib and sinshe in Medan. The research used qualitative approach with 12 informants that consisted of three main informants and nine tabibs and sinshes as key informants. The data were gathered by conducting observation and in-depth interviews. The conclusion of the research was that the implementation of traditional ingredient medication by tabib and sins he in Medan from the communication point of view was that meetings for socialization activity were not optimal since some of them did not participate in the socialization activity. From the resources point of view was that meetings for educational and training activity were not optimal because some of them did not participate in meetings for educational and training activity, and the facility and infrastructure of traditional ingredient medication did not meet hygieninc and sanitation requirements. From disposition and attitude point of view was that the implementation, fostering, and supervision were not optimal because they did not make reports of the activities once in four months. From the organizational structure point of view was that supervisors' monitoring, duty and function, sub-coordination, work guidance, and the effectiveness and efficiency of the policy were optimal. It is recommended that the management of Medan Health Service carry out meetings for the activity of socialization about the purpose of the implementation of traditional ingredient medication by tabib and sinshe and meetings for education and training. They should also pay attention to the hygiene and sanitation of their facility and infrastructure by requiring them to report their activities once in four months.
