Illicit trafficking of narcotics not only being national problem but has become a transnational problem which threatens to ASEAN countries. Cooperation tackling illicit trafficking in the ASEAN region to break the chain of illicit trafficking which crosses jurisdictional boundaries of member countries. How do ASEAN members cooperation in order to tackle illicit trafficking, its implications for each of countries, especially in Indonesia.
The research method used being normative and empirical research. The nature of research is analysis descriptive, in addition to describe or explain the subject and the object of research, either conducted in-depth analysis against illicit trafficking in the ASEAN region. Source of data used are secondary data and primary data. In addition the primary juridical data, secondary, and tertiary, the sources of data either obtained from observations and interviews obtaining empirical data. Data collection techniques done with literature and audit document, while data analyzed qualitatively.
ASEAN has committed tackling illicit trafficking in ASEAN region, cooperation between member states and outside ASEAN, effective participation of non-governmental institutions, cooperation with international institutions. ASEAN's commitment through ASOD institutions strengthened after the emergence of the Vienna Convention 1988, each of the three countries ratified the convention, revise the national anti-narcotics regulations, the establishment of BNN, strengthening the extradition treaty. Implications of cooperation has yet to show significant results, as evidenced number of cases and the increasing number of drug suspects, the mode increasingly sophisticated, organized, transnational and form a network (sindicate), national and international.
Regional mechanisms need to be formed are superior and inferior, in the context of prevention of illicit traffic of narcotics in the ASEAN region clearly, begin of prevention from source country to destination countries, and punishment of members who are not cooperative, for it is necessary to hold a Convention on narcotics in ASEAN. Each member state should divert business activities and illegal narcotics in the community with alternatives beside planting and producing narcotics for example strengthening in the marine sector, farms, plantations and others. Indonesia should be more enhanced attention along the border of the coastline, ports, airports of law enforcement officers professionalism and their responsibilities, upholding ethics and moral of law enforcement, increased awareness of law society of Indonesia to comply with the law of narcotics.
