Implementasi Kebijakan Badan Usahan Milik Desa (BUMDES) di Desa Aek Banir Kabupaten Mandailing Natal

Abstract

The Aek Banir Village Government formed Village-Owned Enterprise (BUMDES) Serba Indah as an economic booster of the village. However, there are some problems appeared regarding to the lack of guidance by Regional Government, such as the lack of implementing agent ability as well as the lack of government sosialization. The objective of the study was to determine how the implementation of the BUMDES program in Aek Banir Village, Panyabungan Sub-district, Mandailing Natal Regency. This research used the theory of Van metter & Van horn with descriptive qualitative research methods. The data collection technique was the interview, observation, and documentation by following the guidelines that prepared before. The results showed that the implementation of the BUMDES Serba Indah program was not optimal caused some factor, such as: 1) lack of the agent’s ability to implement the program; 2) lack of community involvement; 3) and some people were still did not know the benefit of BUMDES. Along with this paper, the author suggested: 1) improving the people understanding regarding to the importance and benefits of BUMDES; 2) improving resources and performance; 3) information transparency and clarity; 4) improving cooperation; 5) providing clear information for the benefits of BUMDES; 6) and conducting education and training to make the community could manage their BUMDES better
