Implementasi Kebijakan Pengelolaan Kawasan Hutan Dengan Tujuan Khusus (KHDTK) Aek Nauli Sebagai Alternatif Ekowisata di Kawasan Danau Toba Parapat

Abstract

This thesis analyzes and describes about implementation management policies of forest area with the special purpose Aek Nauli as an ecoutourism alternative in the Lake Toba Parapat. Forest management with its utilization as ecotourism should be in accordance with the principles of conservation and protected function. Utilization with wrong management will cause forest degradation and have a negative impact on the sustainability of the flora and fauna in it. Ecotourism in the forest area with the special purpose Aek Nauli with its potential being developed to encourage Lake Toba tourism to become a national priority destination. However, increased activity in the forest is something to watch out because of the construction facilities, physical and activities of visitor can cause forest damage. This Sibatuloteng protected forest vulnerable to illegal logging, illegal pine resin tapping and wildlife poaching. Good forest management will pay attention to the interests of forest resource sustainability and public welfare. Aek Nauli Forest area with special purpose as a public policy requires support from all parties in its implementation. This because the success of a public policy is largely determined by the effectiveness of the implementation of that public policy. The result of the researcher’s analysis it was concluded that the supporting and inhibiting factors in the implementation had a major influence on implementing the forest area with the special purpose Aek Nauli as ecotorism. These factors are communication, resources, disposition or attitude of implementers and bureaucratic structure. This study uses qualitative methods with qualitative descriptive analysis. Data collection techniques used are interview techniques, documentation, observation and literature study
