Abstract

This thesis is motivated by the implementation of Medan Mayor Regulation No. 45 of 2021 concerning Procedures for Organizing Public Parking in the e-parking system in 2021-2022. This thesis aims to describe and analyze Medan City Mayoral Regulation No. 45 of 2021 Concerning Procedures for Implementing Public Parking in the E-Parking system in the city of Medan In 2021-2022 and what are the inhibiting and supporting factors for implementing Medan Mayor Regulation No. 45 of the Year 2021 concerning Procedures for Organizing Public Parking. This study uses a qualitative descriptive method, namely research directed at providing facts or events. systematically and accurately regarding the nature of the research and analyze it based on the data obtained. Data collection techniques using interview techniques and through literature study. Based on the results of the research and discussion, it shows that the implementation factors for Medan City Mayor Regulation No. 45 of 2021 concerning Procedures for the Implementation of Public Parking are bureaucratic orientation, communication, human resources, and community participation. From this research it can be concluded that the Implementation of Medan Mayor Regulation No. 45 of 2021 concerning Procedures for Organizing Public Parking in the E-Parking System in Medan City In 2021-2022, the aim is to regulate, organize, and regulate traffic and increase Regional Original Revenue (PAD) from the parking retribution sector
