    Abstract
    Permits have a very important role in business activities. In realizing licensing service reform, the government implemented a risk-based electronic licensing service, namely the Online Single Submission Risk Based Approach System. The OSS RBA system emphasizes business licenses issued through a risk approach, which means that the requirements for the permit issuance process are simplified but the obligations are increased according to the level of business risk. However, in its implementation there are still several obstacles, namely the lack of socialization, business actors who are unfamiliar with technology, business actors who find it difficult to distinguish the status of business licenses, system disturbances and not optimal supervision. So this research was conducted to find out and study the Effectiveness of the Implementation of the Online Single Submission Risk Based Approach System in Improving Micro Business Licensing Services in the City of Medan. The method used in this research is descriptive method with a qualitative approach. To obtain data and information, the researchers conducted interviews with the Investment Service and PTSP, as well as with the micro business community. In addition, researchers also make observations and documentation to answer research problems. The data that has been obtained, was analyzed using Duncan's theory of effectiveness, namely indicators of goal attainment, integration and adaptation. Based on the research conducted, it can be seen that the Effectiveness of the Application of the Online Single Submission Risk Based Approach System in Improving Micro Business Licensing Services in the City of Medan has not been effective. This is shown from the indicators of achieving the goals, namely the suitability of service time standards, but due to the lack of public understanding in accessing website pages, it requires people to come to the office to get assistance services. The second indicator is integration, namely that there has not been good coordination between the DPMPTSP and the technical OPD so that supervision is not optimal and socialization has not been evenly distributed due to the lack of human resources in the Medan City DPMPTSP. The third indicator is adaptation, namely that only a few employees understand the use of the OSS RBA system, but the facilities and infrastructure are sufficient to support the service activities of the OSS RBA system
