Abstract

Indonesia is a democratic country, so that in running a democratic country which one of the institutions that shows the implementation of an indirect democratic system is the Regional People's Representative Council as an institution that represents the regional people (hereinafter known as DPRD). the DPRD institution has one part of the Council's Complementary Instruments, namely the Honorary Board. In this case the honorary body of the council has a vital role because the honorary body of the council is required to be able to carry out its duties and authorities. The existence of the Honors Board is very important to enforce the rules of conduct and code of ethics. For this reason, the Ethics Council is expected to always play a role and try to provide advice so that DPRD members do not commit violations or acts of irregularities. This study uses a qualitative method with descriptive analysis. The Honorary Board of the Regional People's Legislative Council (BK DPRD) is basically an internal supervisory body in the DPRD and has special authority to process various attitudes and actions of DPRD members who are deemed not in accordance with the applicable DPRD rules, norms, Standing Orders and Code of Ethics. The conclusion from this research is that the existence of an honorary body (BK) is very important to be able to play a role in carrying out supervision, monitoring, and giving sanctions/warnings as well as processing complaints/allegations received either from the public or violations that are contrary to the rules. Therefore the presence of the honorary body (BK) must be able to answer questions related to the ethics/morality of the Binjai City DPRD members themselves. This is because it involves the dignity and dignity of DPRD members both in carrying out their duties and functions. So that in the future the Ethics Council will perform even better and have strong legitimacy in the decision- making process as well as the awarding or imposition of sanctions, be it heavy sanctions or light penalties.
