The Covid-19 pandemic is a social disaster that causes death and becomes a social
problem in society. Therefore, the Government made regulations, namely by
establishing a PSBB policy that forced the community to be more adaptive to
various forms of change that occurred, one of which had an impact, namely city
transportation drivers, especially transportation drivers for the City of Medan
Amplas-Tebing Tinggi. City transport drivers get income from the number of
passengers. However, due to the pandemic, the number of city transport passengers
has decreased and resulted in their income dropping drastically. This study uses a
qualitative method with a descriptive approach using Max Weber's theory of
rationality. The purpose of this study was to find out and understand how the
rationality of the Medan Amplas-Tebing Tinggi cross-city route drivers manages
income during the co-19 pandemic. Data collection was carried out by means of
observation, interviews, and documentation. To determine the informant
researchers used Purposive Sampling. There were two types of informants used,
namely the 10 main informants, namely the drivers of the Medan Amplas-Tebing
cross-city route and additional informants, namely transportation companies. As for
the interpretation of the data used by the researcher, it was carried out in stages
starting from observing, documenting, and field notes. The results of this study can
be found 3 types of Rationality, namely Instrumental Rationality, Value Rationality,
and Affective Rationality. I n the data findings, it is known that there were several
actions by Medan Amplas - Tebing cross-city transport drivers managing income
during the Covid-19 pandemic, namely by adding side jobs besides pulling
transportation and utilizing assistance from the government in order to survive, this
is included in Instrumental Rationality. The reason for Value Rationality is to show
that adding jobs, asking for help from family, and borrowing money from friends
or friends is the right choice for trans-City Medan Amplas – Tebing transportation
drivers to cover their family needs during the Covid-19 pandemic. One research
result that shows Affective Rationality is by reducing the daily needs of cross-city
transportation drivers from Medan Amplas to Tebing due to the Covid-19 pandemic
which is carried out spontaneously under conditions of decreased income.
