    Abstract
    The background of this research is the incidence of NAPZA abuse in North Sumatera Province whose prevalence rate reaches the first rank in Indonesia and the issuance of Regional Regulation of North Sumatera Province Number 1 of 2019 on Facilitating the Prevention of NAPZA Abuses as the attempt to overcome the issue of NAPZA in North Sumatera. The research aims to find out and analyze the implementation of Regional Regulation of North Sumatera Province Number 1 of 2019 as well as the obstacles encountered by the National Unity and Political Agency of North Sumatera Province as the coordinator in implementing the policy to prevent the NAPZA abuse. The research employs the qualitative approach. The research result indicates that the implementation of Regional Regulation of North Sumatera Province Number 1 of 2019 by the National Unity and Political Agency of North Sumatera Province from 2020-2021 has not run well because the basis and purpose of the policy have not been stipulated clearly, inadequate human resources, lack of commination between the executor and the target group, relatively weak commitment of the National Unity and Political Agency of North Sumatera Province, and the economic and social conditions as a result of Covid-19 pandemic. The obstacles encountered are namely: the lack of support and commitment of SKPD regarding the policy implementation to prevent the NAPZA abuse, very low support from regency/municipal government regarding the drug problems, late arrangement of governor regulation which is used as the implementation guideline and the economic and social condition as the impact of the Covid-19 pandemic.
