    Abstract
    This thesis provides a study of the role of Civil Society Organisations (CSOs) in introducing and promoting a climate justice discourse. As are other governments around the world, the Indonesian government is responding to climate change through various programs and policies for national development. This thesis examines the role and position of CSOs in promoting the climate justice agenda into the debate around key policies related to climate change. Various civil society theories describe the context and interaction between civil sociery and the State, and these are used to analyze the relationship of CSOs with the State and its government in responding to climate change in Indonesia. The key question addressed in this thesis is the role of NGOs in building and advancing the discourse of 'climate justice' within the debate around climate change policy in Indonesia, and how the Civil Society Forum for Climate Justice (known as CSF) relates with the State in the context of climate change. The research is qualitative, using in-depth interviews and literature studies focusing on CSF, a coalition of 29 Indonesian NGOs working to advance issues related to climate justice. The results show that there was no single theory that could explain the relationship and the role of CSF vis-a-vis the State's position on climate change, indicating that CSF is clearly positioned as separate from and challenging the State in this debate. In advancing the climate justice discourse, CSF has introduced the HELP framework, which focuses on human security, ecological debt, land rights, and production-consumption patterns. These four HELP pillars are the basis upon which climate justice is being introduced by CSF for climate justice in Indonesia.
