New paradigm for a hospital is to encourage private patients to visit the hospital that utilization portion of its in-patients unit can be increased to above the 2004 current BOR of 60% of the beds available because the utilization of an in-patient unit facility is not yet efficient if its BOR is less than 75% of the beds available (Jhonson and Soejadi, 1996)
