Medical Committee plays an important role in upholding professionalism of
medical staffs in a hospital. The Regulation of the Health Minister of the Republic of
Indonesia (Permenkes RI) No. 7551Menkes/Per-,JV120J 1 is intended to improve and to
increase the performance of medical committee in a hospital, including in Putri Hijau
Level-JI Hospital, Medan. Nevertheless, in its implementation, various obstacles are
still found since it lack,; of the socialization of the policy. The objective of the
research was to know the picture of the implementation, monitoring, and other
factors which caused Permenkes RI No. 755/Menkes/Per/JV/2011 not to be properly
implemented in the duty and function of the Medical Committee at Putri Hijau .Level-
l I Hospital, Medan.
The research used qualitative approach. Determining eight informants was by
using purposive sampling technique. The data were gathered by conducting in-depth
interviews and observation. They were processed by using qualitative-narrative
method and analyzed simultaneously along with the colleting of data.
The result of the research showed that the socialization of Permenkes RI No.
755/Afenkes/Per/VJ/2011 was not adequately conducted so that it influenced the
understanding of the medical staffs in their duty and function. The availability of
facilities and equipment is still not able to speed up the activities of the medical
committee. 171e implementation of duty and function of medical committee in
performing credentials is difficult to be carried out because in the Army's culture the
bottom-up response was not prohibited. 17zere is no coordinating institution which
focuses on increasing the ethics and discipline in the profession of medical staff.<;
since the ethics and discipline in the profession of medical staffs are conducted by
education and training institutions. It seems that the Head of the hospital does not
understand the Policy of Permenkes RI No. 755/Menkes/Perl]V/201 J. It can be seen
from the recruitment of non-organic medical staffs or visiting doctors. One ~f the
factors which becomes the obstacle in implementing the Policy of Permenkes No.
755/Menkes/Per/JV/2011 is that the medical committee staff',; also work as functional
staffs so that they are too busy to participate in the activities of medical committee.
It is recommended that the Management of Putri Hijau Level-II Hospital
should increase the socialization of the Policy of Permenkes RI No. 755/Menkes/Per/
IV/2011 on the Implementation of Hospital Medical Committee to medical staff<; in
the medical committee, provide training for each sub-committee to have
certificates/competence which are in line with their duty and function, and provide
additional rooms for the three sub-committees so that they will focus on their work
since the implementation of the program has been supported by sufficient equipment
and infrastructure
