Determinan Partisipasi Masyarakat dalam Upaya Pengurangan Risiko Bencana Banjir di Desa Sei Rampah Kecamatan Sei Rampah Kabupaten Serdang Bedagai Tahun 2013

Abstract

Public Participation as the process of people's self-reliance is basically an incessant activity which is caused by internal and external environmental changes. However, the fact is that the implementation of people participation often deviates widely from its original concept. The aim of the research was to analyze the influence of the determinant of public participation in reducing the risk of flood disaster at Sei Rampah village, Sei Rampah Subdistrict, Serdang Bedagai District, in 2013. The population was 1350 families suffered from flood at Sei Rampah village. The samples consisted of 93 respondents, using stratified random sampling technique. The data were gathered by distributing questionnaires and analyzed by using univatriate, bivatriate, and multivatriate analysis and tested by multiple linear regression tests. The result of the research showed that there was significant correlation between opportunity and people participation at Sei Rampah village, Serdang Bedagai District, with the value of p=0.003 (p<0.05). There was significant correlation between the will and people empowerment at Sei Rampah village, Serdang Bedagai District with the value of p=0.034 (p<0.05).There was significant correlation between competence and people empowerment at Sei Rampah village, Serdang Bedagai District. The most dominant variable which had the correlation with people empowerment in reducing the risk of flood at Sei Rampah village, Serdang Bedagai District, was the variable of opportunity with the coefficient value (Exp./J) of 19.680. It is recommended that Serdang Bedagai Regional Administration, especially those in charge at Sei Rampah village, should develop and evaluate people empowerment in order to reduce the risk of flood, BPBD (Regional Disaster Mitigation Agency) of Serdang Bedagai should socialize people participation to the people in order to reduce the risk of flood, and the Head of Sei Rampah village should motivate his people to increase their knowledge and skills in participation people to prevent from the risk of flood
