dc.description.abstractSDM (human resources) in health is a series of planning activities and the empowerment of those who actively work in the health field for the health cause. The Health Service of Karo District is a government body or organization that has stages, from the district level to the central government which is called Kemenkes (Decree of the Minister of Health). The Health District is the extension of the primary mission and Health servicethe provincial levels. Immediate responsiveness is an attempt to response to disaster immediately. The action is generally done to save the victims' lives, to protect properties, and to handle the damage and the affect on other disasters (further disasters). Emergency responsiveness to disaster is basically done in a limited time, from two to three weeks qfier a disaster occurs. The research was qualitative with phenomenological approach. The data were gathered from four informants in the health special unit for handling disaster and evacuees in Karo District; they came from the Health Service of Karo District and the Heads of Puskesmas as data triangulation. The objective of the research was to analyze the management of SDM in health in the Health Service of Karo District at the time of emergency responsiveness to disaster of Mount Sinabung eruption in 2014. The result of the research showed that there was the absence of planning on the need for the number and the type of SDM in health for the disaster, and there was the absence of SDM in health who had participated in medical education and training/course which was related to disaster. Organizing at the time of emergency responsiveness to disaster was done by establishing Special Unit Team for Handling Disaster and Evacuees by the Health Service of Karo District, where the spearhead of the implementation of activities in the field was puskesmas. Distribution and mobilization during the disaster was done to anticipate the minimal needs for manpower in the health care as the result of the disasteren_US
