    Analisis Relasi Aktor dengan Sistem Pemerintahan Tradisional di Desa Parlondut Kabupaten Samosir

    Abstract
    The research discusses the relation of actor at the level of village, especially in Par/ond11t Vi llage, Samosir Regency, which is described since the era of Ancient Batak, Dutch colonial empire, Japanese colonial empire, Old Order, New Order until Reformation era. The relation of actor is discussed based on the perspective of Power Cube theory by John Gaventa (2006), based on the level, space, form, and expression between actors. Then, the domination of power in the relation (power over relation) and the values preserved (power to relation) between actors (Nugroho, 2009:7) are also discussed. This qualitative research employs qualitative descriptive method and data collection techniques used are in-depth interview and library research. The result indicates that there is a different domination between actor relation (power over relation) in each period of power at the level of village. In addition, based on the aspect of either relation and value (power to relation), it is found that there is a value structure that is still preserved, such as Dalihan Na Tofu and Marsiadapari which have heen implemented since the traditional governance of Ancient Balak, Dutch period, Japanese period, and Old Order through hula and habiuson governance. As the resolution for the conflict in Parlondut Village of Samosir Regency, the existence of indigenous community is stillacknowledged but not in the form ofan indigenous village due to the existence of supportingregulation at the level of regency (Article I00 ofLaw No. 6 o/2014). Therefore, the traditional values of Balak Toba which are preserved can be a solution to be practiced through BPD (Village Consultative Body) as a guidance for the ingenious society
